About James “Jim” Bevill

James P. Bevill is an independent historian and award-winning author of three books: The Paper Republic (2009), Blackboards and Bomb Shelters (2022), and his newest book, Spies in Saigon (2026). A Houstonian and longtime Downtown Rotary Club of Houston member, Jim earned a Bachelor of Science degree in Finance, magna cum laude, from the University of Houston–Clear Lake. His passion for history and extensive research have led him to explore fascinating and often overlooked chapters of American history.

About Spies in Saigon

Beginning in 1950, a small cadre of American intelligence officers arrived in Saigon under diplomatic cover as the French colonial empire began to crumble. Their mission? To assess and navigate an increasingly complicated landscape involving the Viet Minh, Chinese Communists, French interests, and competing political groups, all while attempting to contain the spread of communism.

Jim’s presentation will take us behind the scenes of these early intelligence operations, including:
